CVPCSD Contracts with Hydros Engineering
Who is charged with the day to day opperation of the CVP Water Plant and they are responsible for repairs of our major transmission lines throughout the CVPCSD juridictions.
MEET the HYDROS TEAM:
Hydros Engineering specializes in all aspects of potable water systems, focusing on a client base consisting primarily of small- to medium-sized agencies including cities, counties and special districts, many in the Sierra Foothills and Sacramento Valley. Specific areas of expertise include master planning; permitting; design; construction management and inspection, utility management and operations.
Hydros Engineering provides full time contract operations for four other local water districts with surface water treatment plants and is responsible for providing a safe and reliable water supply to nearly 5,000 people in our area.
System operating costs for our clients are reduced by sharing resources including manpower and equipment through the economies of scale. We provide resources for emergency response and capital improvement projects for several small water districts in the area and can provide equipment and manpower when needed through our sister company, Triton Construction Services. Hydros and Triton have been designed to be scalable, when resources are needed, they are available to our clients, and when not necessary, do not contribute to overhead. Our clients are provided 24/7 coverage for routine operations and emergencies at minimal cost because of our structure.
The practical experience of owning, managing and operating water systems over the last 25 years has taught us a lot. We’ve spent a lot of time in the trenches, literally. We understand the challenges facing small water systems, and have developed a model to provide cost effective service.

Gerry LaBudde. Gerry provides oversight for the District’s water treatment plant, distribution and storage facilities. Gerry has been a licensed water treatment plant and distribution system operator for over 20 years, and through Hydros Engineering provides water system operations services on a full-time basis for five water systems, including the District. Gerry provides on-call operations/engineering services for a number of small water districts in the region. Gerry has owned the Weimar Water system since 2000, and has been providing engineering services, including planning, design and construction management services for a number of water/sewer districts in the Sierra Foothills and the Sacramento/San Joaquin Valley since 1996.

Fred Fahlen. Fred has been a licensed water treatment plant and distribution system operator for over 40 years, and has been a civil engineering providing services to small and medium sized agencies for over 50 years. Fred provides operations assistance as necessary and is registered civil engineering providing assistance to a number of small water systems throughout the area.

Paul Fejes. Paul has been a licensed water treatment plant and distribution system operator for over 20 years and provides oversight on operations and distribution system activities through Hydros Engineering. Paul has also been in the underground construction industry since 1995. Paul provides field supervision during major projects and repairs, and provides day to day operations assistance. Through a sister company, Triton Construction Services, Paul provides assistance to a number of water systems in the area for emergency leak repairs and capital improvement projects, including Christian Valley CSD.

Bill Shinn. Bill has been a licensed water treatment plant and distribution system operator for over five years and provides day to day operations at the water plant and distribution system. Bill is responsible for scheduling field operations including minor repairs/maintenance activities, maintaining various water quality instrumentation at the water plant, scheduling and performing water quality sampling and preparing the various reports required by the State and Federal regulations.

Parker Sullivan. Parker has been a licensed water treatment plant and distribution system operator for over three years and provides day to day operations at the water plant and distribution system. Parker is responsible for day to day operations at the water plant including chemical/flow adjustments, minor maintenance activities and responding to plant alarms. Parker was raised in Meadow Vista and attended Colfax Highschool. He is enrolled at Sierra College and plans to make a career in water treatment and management.

Tyler Austin. Tyler has been a licensed water treatment plant and distribution system operator for two years and provides day to day operations at the water plant and distribution system. Tyler provides day to day to day operations activities at the water treatment plant. Parker was raised in Meadow Vista and attended Colfax High school. He is enrolled at Sierra College and plans to earn an engineering degree in aeronautical or civil engineering.
